It’s fine.  I’m sure it’s a very competent piece of software. Despite my initial enthusiasm for it, it now leaves me a bit meh.  360hz seems smoother but I have returned to native 60hz ffb with no ill effects.  I didn’t like having too many apps open.
I’m looking forward to Sim-plicity getting access to native 360 ffb.

There's always some power usage, even if devices are in standby...
I have all of my rig devices (steeringwheel, usb-hub, control unit, bass kicker amp, button box) running through a single powerstrip that has a physical on/off switch. That way I am sure nothing draws any power when not in use.

Your description suggests UCR is grabbing control of the FFB channel from iRacing (probably on startup).
You can get iRacing to wrest control back by disabling then re-enabling FFB within the Options&gt;Force Feedback menu
Make sure you exit the Options screen between disabling and enabling.

I played again yesterday and it had the lack of FFB issue came back. I deleted the ACC profile, but all the settings were still there so I reassigned the wheel anyway and the problem was still there.
I then tried playing not in VR and it was ok and then went back to VR (hp reverb) and it was fine again, so I'm wondering if something is glitching with the VR software maybe?

The wheelbase heavily exercises the USB bus and will forcibly eject itself if the bus it is connected to is not sufficiently stable.
As your description suggests all is fine using the motherboard ports, it would appear the PCI-E USB bus is currently below the stability threshold.
Replacing your USB cable with a new Shielded cable would be a first step in raise the bus stability over the threshold.

New cable (Ugreen 2m shielded USB2 A to B, for reference) seems to have done the trick, will leave it on for a while to see if there's any drops but so far so good.
